Instagram Sorts ‘Following’ Tabs for Celebs by chronological order?

Hey all, I’ve been wondering whether Instagram sorts the ‘Following’ Tab for celebs or verified users. Many people told me it was random. And it is indeed, at least for your own following list.
However I have recently looked at a celebrity that I don’t follow on my other account, since they’re at the top when you do. It showed they followed a certain user for travelling pictures in Germany. I looked at my other account and it was the exact same order. Then I checked my brother’s account, who has never followed any of those people on it, and it is still the same order.
I tested it on my public account, in which I follow 484 people, followed another certain account and it showed them at the top in the view of all other accounts.
Lastly I checked (it’s random but a good example) Leo DiCaprio’s profile. He follows 80 people, of which the one at the top is a user called @PowerToThePolls. I checked his most recent post and it was about PowerToThePolls, suggesting even further the idea that it is actually sorted by most recent who they followed.
A lot of people thought it was by default, at least for celebs, but unless you’re viewing your own following tab, it is in chronological order I believe.
