A few questions about a company running Facebook for a client.

I have a client that is paying a company to promote his business using Facebook. This started back in April/May. I set up some analytics tracking and in the past 30 days only two web visits from Facebook.
I met with my client to go over other marketing functions and chatting about this company and what they are doing. I don't enjoy social media marketing unless it's direct response ads so I refuse this kind of work.
Basically, they are trying to build up a Facebook audience so they can try and sell some technology training classes to them when/if we can start doing so. Up until now their followers and engagement have remained low, but they don't do anything with the account.
I looked over the Facebook posts and they are not written in a way that desires an action.
They use only 1 hashtag most of the time that is the business name and on occasion, they will use another branded hashtag (tech product).
They don't link back to the website or really go into detail about the business.
They do showcase some of the employees and hit light on the service but never do they have any CTAs on those post.
They have posts that link out to larger tech companies or news sites.
They have also 'kind of' promoted an app that is not in line with the business but is in the tech space.
So - How does this sound to this community? Is this standard?
The reporting he showed me showed impressions and engagements. I'm good with analytics and could ask for Facebook insights. The company is well known around town.
He's paying $250 a month and I don't see many likes or responses to any comments or social shares.
