Which is better for marketing music? Instagram or TikTok?

Also can you use music in a tiktok video of it hasn't been put onto their platform by a distributor?
I currently don't have a tiktok and my music isn't available on there and won't be until I start putting everything out commercially onto Spotify etc. which will be around next year, however I could still join before then and post videos of my music by just editing the audio over a video before uploading it and link followers to my SoundCloud etc for the full songs
I'm a rapper aiming to help people through tough times / mental health with my music
