Creating KPIs for new role

Hi all,
I'm just over three months into a newly-created social media-based role (I'm also responsible for website/digital communications). The team has decided to extend my probation for another three months, citing the need to create KPIs. They've asked me to work to create some of my own; but what should they be?
For background, I work on a large infrastructure project in Australia, and we're often liaising with government bodies, consulting groups, industry bodies, and pro/anti stakeholder groups.
I've written them a social media plan (in the first month) but because of the above, it's not yet received final approval, and there's not a lot to report, so I've been twiddling my thumbs a little bit.
This week I've worked on some ideas to generate content - even if nothing's happening, because I'm sure output would be a listed KPI. But we have a very small social media following, and with no budget likely to be approved soon, I'm unsure as to what I should set as my own KPIs.
What would you list for yourself in this situation?
