Advice to revive a dead instagram account?

Hey everyone,
I recently acquired an instagram account with 71,500 followers for just $30. I am it's 5th to 8th owner, it has had 30 emails attached in the past. The niche is all over the place as well. It gets around 50-500 likes a post, 100-200 story views.
I am planning on it permanently being a personal niche.
I want to know, how can I improve my engagement? I will make this my personal account, I just want it to get at least 1,000 likes a post for that. I thought about following around 5,000 active people, and if 3,000 follow back, and out of those 3,000, 1,000 like my posts, that's a win for me.
