Better to create a FB Page or Group but NO comments allowed

Hello, I have a friend that would like to start a FB group, but they want to block all comments from all members. Only admins can post. It's for a hospital, so they want to avoid sharing of patient information or anything that would go against HIPPA, but they want to keep patients in the know on events and upcoming activities at the hospital.
I searched for a while and didn't find anything that said you can eliminate all comments on Groups. It seems like it was built for 2 way communication, so I'm wondering, is it just better to create a FB page? Can you turn off all commenting on a FB page? Thanks!
