Is its possible to create newsletter chat bot on FB? (RSS FEED)

Hello. I have 10 different sections on web page.
User must subscribe one of them from messenger window.
Then i have two options,It would be good if system could export news automatically from each (10) rss feed and send news to users who subscribed for example section 1.
Second option would be, Manually send news to users but in this case its essential to system have audiences splitted by sections to send them correct news.
At least,Is there any service like Chatfuel or Flowxo to create newsletter bot like I explained above?
