How to round up a bunch of facebook pages all under one Business Manager account?

I work at a marketing agency and we are trying to do some social media cleanup and restructuring for a client. They have about 10 locations, but they have more than double that many Facebook pages. Unofficial pages as well as official pages made by previous managers of those locations that current managers no longer have access to.
We want to utilize Facebook Business Manager and the Locations framework, but nobody within the client's corporate structure has any access/control over the existing 20~ pages.
What can be done? With a Facebook Business Manager account, I can request access to a page. But nobody exists to grant that access. Do we have any other options?
