How are people posting videos and tagging the original person (are they doing something other than retweeting?)

Hi all,
Noticed in recent weeks that quite a few people are reposting videos on Twitter, and in my feed the video shows a tag of the person the video originally came from.
So, here's the link to the original post (note: video has a couple of swearwords in it): https://twitter.com/EljaeAtTheLane/status/962466076482310144
Then, Jeremy Vine reposted the same video, and his version of the post shows the guys name as a tag above it: https://twitter.com/theJeremyVine/status/962484770906230784
.... if I try and retweet the original post, it shows my comment + the original post needs to be clicked into in order to open it.
What are they doing differently and how are they doing it?
