Best Social Media Publishing tool

So I have had an extensive look through so many like hootsuite, buffer etc. But none can provide what I need which is affordable.
I need a SM publishing tool that can publish content/schedule content on these platforms, Facebook, Google+, Twitter Instagram is a plus but not am must.
But I need to for about 400 social media profiles... while still being affordable. Like under £400.
Has anyone come across one?
