How do optimise for a small audience?

Hi everyone.
I am currently running couple Facebook ads for a small shop in Salzburg. When I target the entire city for our age range, I get only 51K users in the audience.
The cost per result is going up and down a lot. It seems as if the campaign does not get enough learnings and is just spending money, trying to get more results.
Are there tips or tricks to get a more consistent performance on Facebook for a small audience?
Any help would be appreciated.
