Why can’t we tax the use of personal digital data?

Who/what is stopping the taxation of my, your, our neighbors, or our families personal data?
I understand that we willingly and more often subconsciously volunteer our data to the likes of Facebook, Google, Twitter, LinkedIn, and Reddit, but do we really have any choice not to? A fair amount of helpful, life changing information and tools have come from these platforms which are now embedded into the very fabric of our careers and personal lives. Knowing that moving away from these platforms entirely is out of the realm of possibility for so many, why wouldn’t the logical next step be the regulation and taxation of our personal data?
