Locked out of my FB accounts but need to run IG ads. Help!

I repeatedly get locked out of my FB accounts – plural because I have to create another when I never regain access to the earlier one. I need to run Instagram ads but need a FB account to do it. Can I hire someone to run the IG ads for me? Not sure what to do if I'm never able to get back on FB.
