Got offered a job managing the social media of an upcoming candidate for the city council. What are my responsibilities? How much should I charge?

I have created online media for political candidates before, but never have I been in charge of managing social media accounts.
From the person that offered me the job:
"We just need someone to create the presence, have a cohesive design for all the pages, have ads and connect the handles so the yt post specifically get posted to all pages".
They also want me to do micro-targeting ads. The person that gave me the job description doesn't know much about it and I feel like she is not giving me the full information.
What readings or videos do you guys recommend? How much should I charge?
