Where to place Hashtags? In caption or comments?

I am trying to build my beauty business on Instagram and I’ve heard conflicting opinions on whether to put the hashtags in the caption section or in the comment section.
Some say if you post hashtags in the caption section it will look messy and more like a sponsored post. Others say if you post hashtags in the comment section it’s a waste of time because it will get buried in the Instagram feeds.
Any help would be appreciated :)
