What's the best tool or website for massing (following/unfollowing users to get discovered) on Twitter?

I get that this is ingenuine but apparently it's really helpful on Twitter. I genuinely followed a bunch of accounts that I'll stay following yesterday and gained about 15 followers from it so I'd imagine this is the way to go over just blindly tweeting and not engaging much due to Twitter being a side network for me
I've heard of things such as Tweepi or Google Chrome extensions but which is the best (preferably free) tool to use for this?
Must have: Whitelisting so I don't unfollow users that I actually want to follow Ability to find and/or follow / unfollow users based on hashtags or relevant topic / interests
