Problem I've Not Come Across Before

Hey looking for a little help. Getting an error when trying to log in to a clients account. Has anyone seen this before, the error says...
"You can't use this feature at the moment.
We limit how often you can post a comment or do other things in a given amount of time to help protect the community from spam. You can try again later."
This is happening when I try and login so we can start managing the clients accounts. They are saying they can login and post no problem.
