My ad account keeps getting hacked by Russians - how can I get someone at Facebook on the phone?

Hi all, apologies if this is the wrong place to ask this, but is there any way to contact Facebook by phone? My small business's ads account keeps getting hacked and ads are created in Russian. I changed my password and have submitted the form for unauthorized charges, but it only gets me a refund without additional help. When I ask for additional information they just close the ticket.
Is there a way to speak with someone over the phone at Facebook? It is a frustrating experience to find any sort of contact information for them.
