Does anybody run Shoppable Pins anymore?

I'm putting together a strategy for a client that involves giving free fabric samples and shoppable content feels like the way to go. We would like to start with Shoppable pins as they have a good following on the platform but I'm struggling to see as many as I used to and when speaking with our Pinterest rep, they said they'd recommend running a conversion optimised campaign instead of the shoppable pins.
I don't know if this is just them trying to get us to spend more money with them but I wondering if it's just a mechanic that has died on the platform and if we should focus on Instagram shopping instead?
