Lots of small ads or one big ad for Facebook campaigns?

Hi all,
So having a discussion with a colleague. His experience with other businesses with high ad budgets (6 figure plus) is that an optimal ad creation process is (crudely):
- Set up a campaign for your ad, which only contains ads with the same creative, audience, copy, etc.
- In that campaign, set up a half-dozen or so campaigns with budgets of £5-10.
- In each ad set, set up half a dozen or so of identical ads.
- When an ad performs poorly, turn it off, so that the cheaper ads continue to perform well.
- Duplicate successful ads inside the ad set or into new ad sets,
Doing this at work has led us to setting up well over two hundred (!) ad sets and campaigns with different creative, ad sets, etc., which ends up being a bit of a resource drain on our work, but we've not seen the results we were expecting. I've been told by this colleague it's because we've been doing it 'wrong' each time and we should have done something different.
Is this tactic something other people have heard of, or have come across before? Has anyone else had success with it? Or is this just snake oil salesmanship?
