Is it safe buying an IG account? Opinions

Any of you ever bought an IG account? I know it's against the ToS but it might be worth getting a head start with buying a good 10k-100k followers account.
I know Fashionnova bought accounts but given their ad spend, probably IG wouldn't do anything to them IF it ever gets to that.
I suppose the risk is if Facebook/Instagram are ever on the hunt for whoever bought accounts but so far I haven't heard of anyone getting punished for that
Opinions please?
