Messenger 'Remove for Everyone' didn't work??

So I accidentally sent embarrassing messages to my friend. She was not online at that time so the messages weren't seen and delivered. I frantically removed the messages and selected 'remove for everyone' and felt relieved.
But the next morning I woke up to her being confused because she can still see the messages. Why didn't the remove for everyone feature work? Do messages need to be delivered first before it works? I feel betrayed. :(
