Linking Instagram to Facebook?

I have a client’s business Instagram account which I’ve recently switched to their new business. Initially it was linked to a Facebook business page which is now inactive, however I am having difficulty linking the Instagram to a new business page. Any suggestions?
When I unlink the business page, and go to link it to the new page, it brings me to a browser window which gives permission to connect to Facebook but just links back to the old Facebook page again.
