Help with taken instagram name!

Hello! The (user)name i want for my business is taken by an individual who uses it in her personal life. I sent an email first if it she could give it to me, she responded and politely declined. I then asked if she would sell, without mentioning a price, but i got no response back.
Has anyone had any similar experience? I am not sure how to approach this. Do i send another one with an actual offer? Please do not waste time telling me that i can use another similar name, i have thought of it but really really want that exact one.
Any help or advice would be hugely appreciated, thanks in advance!
