Help with instagram engagement plummeting

Hi all,
We had a really successful few months where we double our following from interacting with and commenting (manual) on lots of posts and changing up our hashtags, we didn't use anything with more than 500k posts and tried to pick a lot of smaller ones as well. We think our photos got better and as our follower count increased so did our post engagement, we were getting 200-300 likes on each post. We also tried to associate ourselves with other accounts in our niche (travel) and think that also contributed to our growth.
Then from one post to the next it started going down hill, more accounts were unfollowing than following and our post engagement plummeted, we get almost 0 impressions from hashtags anymore where on a lot of posts before we were getting 600 - 1000. From the last 2 weeks it's anywhere from 0 - 200. Our likes barely go over 150, the same as 8 months ago when we have 800 followers. We were also ranking in quite a lot of top 9's, but we are not anymore.
We can't tell whether we have been shadow banned or the hashtags just are not working anymore. We tried to look for some new smaller hashtags but it seems everything relevant to our niche is just spammed with posts with 1000+ plus likes, even in the tiny hashtags. We're really struggling to find good hashtags, does any one have any tips for finding smaller hashtags that are not inundated with pictures from accounts with huge followings?
Any help would be greatly appreciated, we are a bit gutted because it was going so well and now plummeted, it feels like a waste for all of our favourite photos :(
