What is the most cost effective way to manage social media engagement for 50+ franchises while maintaining control of the brand?

Hello, I am managing the social media accounts for a national brand that has over 50 franchise locations nationwide. The problem is that using hootsuite and others has become increasingly expensive with all the locations adding every month. I want to give the franchisee control of their own fb location account but we have encountered issues with bad posting etiquette that could hurt the brand. Currently I pay $1,000/mo to manage all the locations on soci. I strongly feel like there’s a better way to manage this issue, however this is the first time I’ve encountered anything like this, so if there’s anyone out there who has experienced this before and has some good advice please share! :)
