Instagram influencers, do you charge by followers or by engagement?

Hi guys, I've done a fair bit of researching on how much to charge for an instagram promo post, after receiving DMs asking for prices, and I cant come to a concrete answer. I have an account currently at 9k followers with 270k reach/450k impressions per week.
I've seen '$1000 per 100,000 followers', which would be $90, or charging a CPM based on your average post impressions. Again, I have no idea what a reasonable CPM would be. I do feel that charging a CPM is the way to go.
