Facebook ads seem to be returning a lot of trash accounts

Long time lurker, first time caller. I've been trying FB ads in a super niche market (very small genre of book) and they seem to be returning a lot of trash accounts in terms of likes, and little to no engagements. Does anyone here have a good resource on how to tweak ads for better engagement/shares?
Currently I have it set to a small section of the US (about 15 states), only one gender, limited age group, and 3 interests. (Super small niche really)
