Why doesn't Instagram Stories get better face filters and location filters just like Snapchat?

I believe this is the only areas where Snapchat really excels. Snapchat has better face filters and they have the location filters that lets you put the city you're in. I believe that if IG stories where to improve on these areas and have it be equal to Snapchat then IG could finally deal a death blow to Snapchat. There would be nothing that Snapchat could be better at than IG Stories. Slowly people would abandon SC and go to IG as they have more features on their stories such as music. What do you guys think?
