why the order of likes on photos change? / been running an experiment and found out something very tricky...

Has anyone else noticed the order of the likes on the posts on instagram change overtime?...
I've tested this theory with a former crush-turned-friend and it's the trickiest thing. I'll explain:
Context: he is not very active on social media in general. He is very careful with his online presence in general.
- He barely ever sees my stories, and he may have liked 4-5 of my pictures over 2 years.
- Sometimes when I see he's posted something or he's been online or liked something (through the activity feed) I go check one of my photos I know he's liked and at times his name is one of the first two to show under my photo, but these names change overtime.
- Please note that even though he might be one of the top two names, his ranking in the “likes“ under the photo doesn't necessarily go up at the same time.
What's interesting is, when I notice ig is highlighting his name, I hear from him shortly after (he likes a picture, sees one of my stories, sends me a private message), so I think he may be engaging with my account and that's why ig is featuring him?
- Same thing happens with the stories. One of the few stories he's seen is saved in my highlights and whenever he is engaging with my content (as I mentioned above), his name is at the top of that story, otherwise his name moves down on the story viewer list.
*We are just friends now. I'm not really looking at his profile or seeing what he's doing, and we're not even in the same city anymore, but I've been taking this as a reference for other interactions.
- All of this takes me to a thing I've been noticing with a new crush (of course). I must say we have not been talking for over a month and I've been very careful not to see his activity/profile on/off the app.
Last week I checked one of the pictures of my feed he's liked and did the same thing as with the other example (I always use the same picture as reference). I opened the list of likes and he was the 7th person on the list, but then accidentally swiped/pulled down the list and it refreshed the order of the likes! :S
- After the list “refreshed“ his name went up to number 3!... then after a few days he dropped again maybe even lower than before... this week I hid my stories from him cause the truth is I don't need him to see everything I do, and now he went up again, to the 2nd and even 1st position. :S
Any thoughts on why the order of the likes on a previous photo means and why it changes overtime?
