What is an engagement strategy and how can you use it on Facebook?

Hi everyone. So I read something about engagement strategies, but as I understood it, it is just commenting and liking content from people that are your community or that engage with your posts.
I know on Twitter you can engage with every post that is not private, which makes it quite cool for stuff like this. But when I look at Facebook, I am lost. How can you engage with random content outside your own community? Any ideas or good examples that I can look at?
