Question about not who I should target my first client, but how.

Hi all,
So I know this has been asked over a million times on this subreddit, but it has to do with getting clients to start my freelancing for social media management. Cold contacting businesses is very discouraging and I know that one of the best ways is to start is to contact a family friend or a business that you are very familiar with. The only problem I have is that I recently moved to start grad school and I have no connections where I am at. I'm not afraid to contact the people, but I seem to not be able to get a response from businesses after I send an email explaining what I can do for them and how social media marketing is beneficial for businesses of all sizes.
My main question here is for the freelancers or entrepreneurs that got their business up and running, what specifically did you focus on to get your first client? I've tried different things from focusing on some of the metrics I have gathered from what I have done at my internships to how social media can help any business to trying to be more personal and talk about how I am qualified with my education and experience.
If anybody has any advice about what and how I should focus my opening pitch to them in my cold calls/emails to businesses, I would owe you big time.
