I can not get my Facebook and Instagram business accounts to link.

I am using an Android device and for the life of me cannot get these two accounts linked. I have another FB and Insta business account that I manage linked just fine but not this one. I can't share and Insta post to the FB even if I manually select Linked Account>Facebook>"Account Name" it will always share posts to my personal account.
I've tried deleting the apps, re-logging in, I'm an admin on the FB page. They are both business accounts and the owner of the page has claimed it.
How can I fix this?
