What is a realistic starting budget for Instagram ads - to see an ROI?

I’ve dabbled with Instagram ads here and there but haven’t seen an roi as yet.
I know with Facebook and google ads you want to be committing around $1000 per month to properly get started (or so I’ve been told). I understand you need to do a lot of testing and trialing to find the correct audience etc.
Is Instagram the same?
Curious to hear from anyone that’s been successful with advertising there - and what is the tipping point. If there is one...
