Is IG penalising me? I've gained thousands of followers by engagement keeps falling

I launched my business last year and seem to get even less likes per post now than I did when I started.
2019: launched instagram, had 120 followers, used to get 20-25 likes per post.
2020: Ran instagram ads for over a year, amassed over 5000 followers from running conversion ads in Ads Manager as well as influencer posts. Now my posts struggle to get 20 likes.
I dont have any/very few fake followers
Since the start I have had 5 accounts (other businesses that I run) and whenever I post I give them a like on each of my other accounts. Do you think IG is aware of this and is penalising me? WTF is going on?
