How to grow Instagram from 0 followers

First things first, I am not looking for get rich scheme. I am looking for actual long term strategy for growing an account online
I am really not sure how to do this. My other accounts have a decent-sized audience ranging from 10-50k and there you can grow by organically reaching people with interesting content and suggestions. Here when you are just starting out, I am actually unsure of what to do. I have been posting and managing an account for 2 weeks and have gotten to 51 followers only.
I have been using the best hashtags possible, but because my posts get around 10-20 likes, I never get to the first page of hashtags, only to recent page.
GEO and other marks don't help either.
So I am kinda unable to grow it in any way. If you have any suggestions, please tell me.
