Do Instagram "shout out" accounts actually benefit a user?

I was approached by a fitness account with around 100,000k followers. They asked for one of my vids to post. But then all of a sudden it was $25 to post + sharing in their timeline while of course tagging me. It was $75 for "unlimited." Do these accounts actually benefit a user to gain more attention to their own account?
I looked at the engagement on their page and it was... eh, alright.
