Client doesn't want to pay for Marketing

So i am working with this client, its an online training and webinars business. So they do online webinars and live training for people about business management and accounting/finance.
I was contacted by them to help them with their IG which they dont have so starting from 0.
But the thing is they don't want to boost their boosts or run campaigns, now i have grown my account organically from 200 to 6.5k but i did it through engaging everyday and talking with people and leaving comments for 3 4 hours daily.
Now they cant expect me to do that for them and i cant expect the owner to do this, so what would you do in this situation?
