Doing a $20k pitch for a client tomorrow and could use some advice regarding their social media strategy

Hey all,
I am pitching to my client tomorrow for a $20K job which includes rebranding, a new website and a social media strategy. Our client is the operator of a shopping mall and they would like to get involved on social media. Right now there isn't any presence except for a Pinterest page. I have a lot of experience in publishing and on the organic side of social media, but not when it comes to managing a business's social profiles.
For this business I have enough ideas about what content to post, but I don't know where to start with a strategy. It's also not clear if they want us to do their social media management or if they want to outsource. Their main goal is obviously to attract more (local) customers to their mall. Things I consider discussing with my client:
- Their budget for management and advertising (I know it's pay to play for these kind of businesses)
- Their goals
- Their expectations (on growth and reach)
- How are we going to measure ROI? (might give out discount codes through social media)
What are the things you take in consideration when it comes to creating strategies and setting expectations for these kind of client?
