Is it possible to target people from a certain nationality in X country?

I'm currently helping a couple of singers promote their music on Facebook and Instagram. Now, we live in a country that has a lot of our fellow countrymen who live abroad in other countries, and i was wondering if there's a possibility to target them specifically.
Some ways we thought about was selecting the country they live in as the location target and then adding some interests like our language or maybe a big website that's from our country and read/used mostly by our countrymen.
Would this work or is there a better way to achieve this?
