Facebook won't let me claim the unofficial page of my own business

On my personal account, I go to the page and click 'Is this your business?'. The option 'Merge BUSINESS NAME into a Verified Page you manage' is blocked, so I select 'Claim and verify BUSINESS NAME with a phone call or documents'.
I then click 'Continue' and nothing happens. I've tried doing this on a different browser and I get the same result. Does anyone know what I can do?
