Wearing mask is seen as political by Facebook?

We have a client's campaign running on our company's Instagram account, and to gain more reach we run an ad set for it. The client is a delivery company that wants to promote their safe service, especially during the pandemic, and the copy text is about how audience could wait comfortably at home and receive their package at their door.

So my team published the ad set, but it got rejected two times. I was informed at the last rejection, and after checking it, Facebook only said that it got rejected because it was political. After trying to break down the real reason, I randomly came to conclusion that it was the mask. The image consisted of a half-body picture of a deliveryman that wore mask because again, the client wants to imply that the delivery procedure is safe. Apparently, after zooming in the picture so it doesn't show the head and the mask, our ads are approved.

I have often heard that Facebook Ads policy could be absurd, but this is the very first time it actually occurred to me. Has anyone experienced similar thing? I also objectively want to understand how the mask is seen as political by Facebook so I can be more careful in the future (considering that I live in Asia, who knows if the culture & political situation make it different for us here).
