INSTAGRAM: What is the most effective way to grow a page? Ads or following similar pages/people?

I have started an instagram page for a niche of which there are many pages. However, my technique and method differ from most other pages in a good way.
So far I have 14 post on my page, every day 2 posts. And today I've tried promoting one of the posts. I've had 7 profile visits and gained 1 follower and 2 likes only lol
My questions are :
Is it a good idea to rely on ads and try to grow the page without following other pages or people, or the other way around?
Are there any tips you'd give for promoting posts?
