My IP probably got blocked by tiktok. I have a question

Hello,
I got shadowbanned in my main profile on tiktok so i decided to create a new account and start from scratch. But when i created it i posted 3 videos, they flopped. That's really unusual. So am starting to get concerned that tiktok has "shadowbanned" my IP so when i create new accounts on my device they automatically get shadowbanned.
I have 2 different network connections in my house. Each has a a different ISP (Internet provider). So, i thought that if I simply connected to my other 2nd wifi (which has a different internet provider) will lift my IP "shadowban". So my questions here are:
- (More general question) Does connecting to a wifi with DIFFERENT internet provider changes my IP so any IP blocks will get "lifted" ? (Not only on tiktok but on any other platform like instagram etc.)
- (Specifically for tiktok) When i connect to a wifi with a different ISP (internet provider), delete tiktok, redownload it and create a new account, will this solve my "IP shadowban"?
