Facebook boost paid post seen only Indian Traffic

I have boost one facebook post in the multiple cities such as Ahmedabad, Gandhinagar as well as Florida, Melbourne, Sydney, London etc . But when I have seen likes and comments then it is coming from India only not other countries.
My post budget is 4000 Rs. selected cities are
Ahmedabad, Gandhinagar, Vadodara, Canberra, Sydney, Melbourne, Manchester , London , Newyork, Florida and many others
