Why do some people show up on “people you may know” who have no mutual friends nor live near me.

I live in the northeast and this guy keeps popping up all the time. He has 3,000 friends and it says he lives somewhere in California and is from California to start with. Not from the northeast, no mutual friends. Yet he comes up constantly. Is he seeing my stuff too? Why the heck is Facebook linking us? This happens a lot to me. I’ll get many people who are like from I dunno, Colorado or Texas with no mutual friends and they show up everyday. What type of algorithm is this?
Another type of algorithm I get is like a person where I can’t see where they’re from and they have 1 random mutual “friend” of someone I wasn’t friends with and was like 2 grades below me that I haven’t spoken to in like 10 years. Like hey remember that kid who was a sophomore when you were a senior that added you back in 2011 because he saw you went to the same high school? Well here’s a random ass friend of his that lives 15 hours away from you. Thing is the people I find randomly who have like many mutual friends are the ones Facebook NEVER suggests.
