I can't make Instagram account

I wanted to make an insta acc to post my shitty drawings.1.) I try to sing up, enter email, unused username, pass etc.2.) Sorry, something happened, can't make your acc now, try later.. message pops up3.) Username and email get reserved like there's an account using them, but there isn't4.) I try with another mail, another username, different net router and net provider, on another pc or phone5.) go back to step 1
It's not maintanance like I've read on some post from people with the same issue. I tried making acc for my art couple of times in the last few months. Same thing every time.I never used VPN or done anything illegal on FB or insta, but I feel like I'm on some blacklist or something.I already have one with my real name made years ago, but I never posted on it, I even deactivated it.As far as I can see, there doesn't seem to be any "1 account for life" kind of policy there, so idk what's happening.
Did anyone here have this issue? Did I do something wrong?
