Calling all Freelancers - what are your opinions on adding clients & potential clients to a email newsletter who didn't explicitly opt in and give their consent?

Hello everyone!
I'm working on expanding my freelance business (I offer social media management & graphic design services), hoping to get higher value customers and more work. My latest initiative has been cold emailing, which I've actually had some minor success with already. I did get 5 companies who emailed back saying they'd reach out to me in the future when they're ready to invest in this type of services.
I've been pondering how to keep in touch with these people aside from following up every few months. I was thinking a monthly email newsletter, where I give them social media marketing tips they can use, but they didn't explicitly consent to receiving newsletter type content from me. I've been doing research on this topic and I'm seeing mixed advice. What are your opinions on adding clients & potential clients to a email newsletter who didn't explicitly opt in and give their consent? Should I send out an email asking them to sign up if they're interested, and only add them if they reply yes?
I don't want to bug people, come off as spam, or ruin my chances of working with these companies of course! Any advice / input would be greatly appreciated :)
