Doubt about Instagram!! It’s driving me crazy

Does Instagram keep track of older accounts based of an IP address, device or mobile number? For them to use the data to drive traffic and give suggestions to newer account which Is made in different country but same device and mobile number ?
I don’t know how to simplify it, but since I moved to a new country and starting to make content it’s not getting enough reach because Instagram is trying to redirect content to my older location.
