Twitter followers stagnant? Only platform I've experienced this...

I've been managing a few accounts over the past few years and have consistently found Twitter to be the hardest place to gain new followers. These accounts have ranged in follower count and industries.
The current account I manage has nearly 1 million followers, but we only really ever gain 1-5 follows per post...no matter what the post style is...photo, video, one-liners...
Even interacting with other verified accounts or hopping on hashtag trends seem ineffective...this is the complete opposite experience on IG with this same brand.
Does anyone have any thoughts on how to gain new followers on Twitter specifically?
